Remove the dotdeb urls (http://packages.dotdeb.org) from your /etc/apt/sources.list or the file under /etc/apt/sources.list.d directory then run:

apt update
apt -f install

To install php7.2 on debian Stretch (or Debian Jessie) you should use the Ondřej Surý repository:

apt install apt-transport-https lsb-release ca-certificates
wget -O /etc/apt/trusted.gpg.d/php.gpg https://packages.sury.org/php/apt.gpg
echo "deb https://packages.sury.org/php/ $(lsb_release -sc) main" > /etc/apt/sources.list.d/php.list
apt update

Check the available php versions:

apt-cache search php7

To install php7.2:

apt install php7.2
