I am trying to install Ubuntu on my drive as a second operating system, so I setup my usb drive to be bootable so I can install linux. Now I got boot error message and I can not start windows or access bios, I tried functions keys but it keep restarting and go back to the same message.
Tried turn off the laptop and unplug everything, but nothing works.

Installing ubuntu will not lock you out your BIOS. You can google for your laptop's setup hotkey. If you can't find the right hotkey then it then tryF1
F2
andDelete
(NOT backspace). Press the on button and as soon as the laptop fires up hammer all three of these repeatedly until the BIOS screen comes up. When you get into your BIOS check the operating system boot order. Have you tried plugging the USB back in?

By the way, to be able to actually answer your question we need way more information. Things like the exact text seen on screen and as much as you can remember about your setup (where you installed to, what partitions did you make).

So i managed to access bois , i checked the order for boot first comes my main hard drive, then, my usb. I am trying to access my main drive it keep failling. I still get black screen with an error message that says "boot error" that's it, no other lines, steps before this happened. I just setup my usb drive to be bootable and restarted my laptop, and i got this message i still haven't installed Linux yet.

Okay so I suggest you attack the problem like this... go to superuser.com to get help fixing windows. You will need to tell them which version of windows and tell them exactly what you did to break it. Hopefully they can help you fix the windows boot loader. There are many instructions on the web for how to dual boot but make sure you pick instructions for the right versions of windows. Windows 10 uses "EFI" to boot. Earlier versions might use "Legacy".
